My assumption is that the Cleaners and the Hell Gaurd are a bilateral government position that makes society function. They're parallel but ones necessary for society to run. The Cleaners take care of the Trash Beasts while the Hell Guard take care of any rogue people, including givers and which might include the Cleaners as well if they go rogue. However I think their organizations heads would meet each other in the case there is an infraction by one of the others organizations members. Criminal givers aren't under the protection of the Cleaners and are fair game to be treated like regular criminals. Considering their positions I would put the Hell Guard above the Cleaners, but only slightly and in certain situations. The Ground Society can't survive if the Hell Guard completely cracked down on the only giver organization on the Ground, because regular weapons and tactics don't work on Trash Beasts.

But what I do like is the subversion of the trope, common in Shounen, the character about to lose a battle, we get their backstory and they get a power up. This is the harsh reality that sometimes hard work cannot beat someone gifted. What makes me love Zanka even more though is that he might lose, but he still gets up and trains harder for the next battle and doesn't give up. Zanka is a beloved character because a lot of people can see themselves in him ๐

They see being a giver as limiting yourself to only one weapon and look down on them. The cleaners and the Hell Guard have an uneasy working relationship. The hell guard need them because they are the only ones that can kill trash beasts. Zanka joining the cleaners and not the hell guard in the end was a big deal since his family pretty much runs it.
