I understand now, when Rosa said “All according to plan”, she meant it, she saw Scarlet’s future through that journal. It means she chose best strategy to stall them from the beginning, possibly, which explains why she didn’t attempt to intercept teleporting Skye with violent AoE attack, since she knew Scarlett will arrive on time
