If you have time, you should rewatch episodes 257-261, or at least look at a plot summary. Oboro and the Tendoshu are in it and it explains who they are. But here’s the Cliff Notes: The Tendoshu are Gintama’s version of the Illuminati and control most of the Galaxy’s governments behind the scenes. Oboro and his minions are their enforcers.
