1. the download access history found a record of a browser other than the logged in user accessing FileID and attempting to download the file.

Since a FileID download link is created each time it is clicked, I am aware of who shared the link. I will observe future trends and restrict access if necessary.

2. confirmed secondary distribution of content, identified IP, user, E-mail.

I will block him permanently. I will share his information with other creators on Patreon.

I will prevent him from downloading from FileID even if he creates a new account.

I will "consider" relaxing the restrictions once the submission is removed from the website where the data was distributed.
