I don't think Netero gives a single shit about that to be honest. He designed his version of the hunter exams specifically in a way that would be most entertaining to him. He also hates people who are weak so if you aren't strong enough to get out of a "gimicky" situation you didn't deserve it in the first place. The Chunin exams are a poor comparison imo.
2021-04-16 22:15:12 +0000 UTCMy problem with hunter exam arc was how gimicky it is. And frankly foolish. Is that really the best way to determine those who are worthy of becoming hunters? That's luck of the draw. What if the second best guy draws the number of the first one? What if one good gets paired with 4 crappy ones? And those riddles' answers were so arbitrary. When Naruto did it, for example, scrolls were not numbered, so in practice if you couldn't get it off the better team, maybe you could find worse than you? Chunin exams had far less luck
