Real Penalty - New version 4.07.00

The only one benefit for the Awesome supporters is now the ability to download the additional track files (in my opionion using the files the tool is much better!).
Please install this release as soon as possible on your server, every old version will be soon broken!
Changelog:
- First integration with the "real penalty" LUA app (for LUA the CSP >= 0.1.76 is needed). The full feature is not yet available but the app will be able to lock the DRS when its use is not enabled (it should prevent involuntary penalties).
- Fixed the error reading the drs_zones.ini files (for example drs_zones.ini) with unconventional comments.
- Some other minor improvements.
