It was an empty threat from the beginning, Law wouldn't kill Caesar because if he did there would be no reason for Doffy not to kill him. But it bought him some insurance that Doffy wouldn't chop him up into dice while Law had the heart on him. It was a stall tactic.

That's literally the whole point of hostage leverage, Law shoulda threatened to kill Caesar if Doffy attacked him or something lol, no point in a hostage otherwise.
