He did not take down Doffy himself because he did not want the Smoker situation in Alabasta to repeat where the marines/government were crowned to be the saviours of the country. He wanted the world to know that this is the government's fault in the first place, didn't report to HQ about what was happening so the narrative wouldn't be twisted, and started broadcasting right away so there's no excuses the government can say.
