In order to get Oren's confession scene, you will need to have at least 60 romance points with him (I'm hoping my Maths is right and that's a suitable stat-check) and you will also need to accept his request to speak in private just before you leave. Turning him down for a private chat will automatically lock you out of his romance and future flirty scenes. As with the others, you will get a message asking you if you're sure you want to romance him or end the romance before your choice is made final, so choose wisely!
