Fusion is more a metaphor for relationships in general, not just romantic ones. They CAN be romantic, but they can also be for work purposes, or friendly ones. You can also compare it to touch - friends can touch, romantic partners can touch, teammates can touch, it's all touching but the context changes what it means and what it feels like. and some people just don't like to be touched at all! The important thing is everyone's cool with it
