The mall, owned by Gamma, is 100% staffed by Shadow Garden members — even those who deal with regular customers. It has to be that way because one of their bases is a house on top of that mall, so they can't afford the security risk of having non-Shadow Garden members as employees. Remember, back when Cid did the "I am atomic" bit, Beta had told him earlier that there were 100+ members of Shadow Garden deployed for their simultaneous attack on the multiple Cult bases. When Cid freaked out at the number, Beta also responded with "Sorry, we couldn't deploy more," meaning there are way more members than those that showed up to that city-wide fight. Before Cid even enrolled in Midgar Academy, Shadow Garden already had around 600 members. Because Cid thinks this is roleplay, he isn't fully aware of how much reach Shadow Garden truly has. Shadow Garden consists of the Seven Shadows (Alpha, Beta, Gamma, Delta, Epsilon, Zeta, Eta) who were the only ones rescued personally by Shadow, and received some of his power. Below them are the Numbers (Theta through Omega), who are less powerful than the Seven Shadows, but still really strong (like Nu). Below them are the regular rank-and-file members.
