I mean it's definitely a good point to look at Floch from another point of view. I just personally couldn't stand him as a character in the story which means he was written really well LOL - T

If titans were nukes, how would you see the story?

9:38 But is he wrong about what the world will do? If Eren hadn't have had the foreknowledge of the attack, would the world have come in force to an unprepared Paradis? If that we're the choice you saw, wouldn't it be worth a "Shinzo wo Sasageyo"?
Plus, Floch is the last person to hear Erwin's final speech, his final commands. That day changed him. He saw sacrifice and the unnecessary cruelty of Marley. He saw that, even in the face of insurmountable odds, even the weakest person can bite back. He's not a good person but he's understandable.
Imagine a Saving Private Ryan or 1917-type movie following this young recruit, Floch. And we know nothing about the other character's POVs. His enlistment, his first battle being The Battle of Shinganshina, and his subsequent actions following his survival. How would you feel about Floch then?
