I like to imagine there is a god trying to oversee that world but they can't intervene directly, so they're constantly using some kind of divine intervention to involve Shadow into things and that's why he's being followed around by the newspaper, accidentally showing up where he's needed, etc.

Before he went to get the money and drop some off with Mary, at around 21:08 in this video, he walks past the flyer on the wall. Then later the flyer comes fluttering past him again only to land in his hand at the very end. Not just Cid is extra, the world is too.
