There does exist, one anime dub, which stands to above the rest, which the most die hard sub elitest kneels before......Black Lagoon, which i hold as one of if not the best dubs of all time imo of course no way to objectively rank it

The reason for Tatsuya being so difficult and not wanting to join the council is because he doesn't want to stand out, for reasons that you will learn. So he's not being obstinate just because.
