If he is worried about having potential but not knowing how or having the time to develop it, he can always buy a template from the company. I reckon a protons engineer would fit well with his current build. It would have psychic powers and advanced tech.

The company has given him all the time he could ever want, yes. The setting he is in unfortunately doesn't allow him to have all the time in the world. The moment he woke up on that bus he knew that his life was on a time crunch so he had to put in work. Not saying he didn't put in any work but he sure didn't abuse any of the ways he could have gained power.
