It's likely she used her Semblance to Dodge each and every spike in the barrage like an Enderman versus a dozen Arrow Dispenser, constantly flickering to the point you can only make out her outline. This also means her ears could easily be mistaken for her bow.

A preemptive strike sounds just about right in this situation. I am also very interested in what is happening with Cinder right now. Because there is no way anything is even remotely following her "script". And given what just happened in Vale if Roman tries his usual stunts I can't see the "council" responding with the usual ineptitude.
