Like he can't be a SUPER hero but a more normal one might be in the cards if the piece of denki ofa has the regen and other quirks he copied.

Usually with large destination changes authors use a POV change to a character that is 'over there' and switch between the two. With the locations frozen in time this will be unique to say the least. Still a great chapter, love how you were about to rip Vlad to pieces both verbally and physically.
