It makes sense for All for One & Garaki to be responsible for truly Quirked animals. Also explains Nezu's animosity towards him, though just the fact that the man can make him a dumb animal again with a touch is also a valid explanation. The two reasons put together only reinforces that.

I don't think she'd go for a love confession, as most of her wires seem to be crossed into inventing things, so she would see the Stamp as being a great device for making more babies. It would also be funny if the Stamp didn't alter her libido at all, but just made her want to invent even more.
