Sasuke and Itachi's dad is definitely an interesting guy lol. He seems very awkward and blunt, so I wonder if he initially thought he was encouraging Sasuke by using Itachi to motivate him. Once he saw how far Sasuke pushed himself to gain his approval he may have realized that was a mistake, so he told him not to chase after Itachi anymore. That's just my read tho, I have no idea if other people see the scene the way I do or not
