They usually have this one gimmick that they build their whole skill set around and become proficient with that. Majority of ninjas in Naruto that are not some super gifted prodigies such as Itachi or characters yet to be introduced later in the series are not S-tier ninjas all around, meaning their field of expertise is narrowed to a certain degree. Lee for example, as we know, is a tai-jutsu specialist, he'd do well in hand to hand combat but that's it. Deidara is just that, he takes advantage of what has been working well for him and honed his particular skill to perfection. That's what makes him so lethal - to fight from the distance with his gimmicky clay bombs and not let enemy approach him in close range. This is a testimony of a skilled shinobi in itself, to make use of what you've got and prevent naturally disadvantageous situations in order to retain your win condition.
