Yeah the guy running at the end chasing after the Hopper-1 card was Kamen Rider Gotchard, the season that aired after Geats. You see a bigger cameo from him in the Geats "4 Aces and the Black Fox" movie.

I recommend in this order: "Geats Extra: Kamen Rider PunkJack" to see his start in the DGP, "4 Aces and the Black Fox", "Geats Extra: Kamen Rider Gazer" which is setup for the final movie, "Kamen Rider Geats: Jyamato Awakening".
