We have actually never really established whether Hannah has seen The Wizard of Oz. Tori has. We may cover it at some point, if she hasn't.

The general meaning is that it is a reference to people she has killed (blood on her hands or red in her ledger). There could be another meaning but you would have to know more about her backstory to read it into that statement and I don't want to spoil anything you will find out when you finally get to her solo movie.
