maybe its late reply , but in manga big mom didnt actually fell into the ocean , prometheous helped her on the last second when she was too close to the surface of the sea , but the studio fked this shit up seems like they dont know water actually against the fire , but what I think is that promethoues actually made of big mom's soul , which means she gave him life and hes alive by her soul , u know big mom can gives objects a part of her souls so .. maybe that's why he could help her from drowning.

Like when Lucy’s neck stretched in Arlong park, or when Robin used her giant arms to save the sunny in fishman island. Being submerged just makes the user sink and be weak and unable to move. Sea stone however prevents the use of powers, However there’s definitely been some inconsistencies over the story about the rules lol so I totally get the confusion
