It helps that Cang Long takes half of what the sects used to pay in tributes to the Phoenix Empire.

Such a thing is having s snowball effect for the rest of the oppressed territories.

With fewer oppressive taxes, the new Empire does not discriminate against those who don’t have Phoenix blood, valuing talent above blood. On top of that, there are high chances of serving their new idol and hero, as Profound Palace will be opening in all the conquered cities.

All this new traffic of people made the Crown Prince change the model of his Profound Palaces.

From now on, they are allowed to practise for five years; after that, they can join the army. If they show decent talent for formations, they can join Blue Wind Profound Palace, where they can become Formation Masters or Dragon Handlers.

The whole Dragon Handler thing exploded when, midway through training his dragon, Cang Long discovered that he could have direct contact with his pet. 

That means that with the mind formation implanted in his dragon, he can channel profound energy directly into his pet.

With such a thing, he was able to refine the impure Profound energy and make him learn Profound Arts.

This is not all. It helps his beast to cultivate faster, as their Profound Energy has been purified. 

After explaining how a dragon can handle many soldiers, officers showed their interest in having a Flood Dragon or Dragon as their mount or battle companion.

After all, having a dragon as a summon? That is a symbol of status!

With the city rebuilt and soldiers back to battle readiness, Cang Long brought his officers for a meeting.

Around a large table, all the Generals and Commanders gathered to discuss the next move.

“We are going to split up into three armies and begin surrounding the Imperial Phoenix City.” Cang Long moved the pieces with his profound energy, showing how they would move out from the Solid Earth City and begin surrounding the city.

“Isn’t it dangerous? They still have close to a ten million sect members who can wield Phoenix flames, on top of conscripts in tens of millions.” 

“Yes, but this will be a set-up for a grand formation, isn’t it?” One of the commanders noticed that they would create an exact circle around the biggest city on the Continent.

If they do that…

“I-I see… if we box them in… then numbers will be meaningless, we will only need to worry about reinforcements from outside the formation.” 

"Precisely, that is why Profound Palace back home is preparing to send us another five flood dragons.

While we get Sky Profound, we can bring them up to speed on protecting the anchor cities.” Cang Long pointed at five cities that they need to capture.

He then used his profound energy to draw a start, creating a connection before it forms a circle.

“If we use this… then we will need to protect five cities instead of the entire circle! Impressive as always, My Prince.”

The rest of them nodded; they looked excited! They could feel that they would be able to beat the Phoenix Empire in an open conflict! This was a moment for the history books!

“Indeed, we are going to wait for the Flood Dragons before we leave.

For now, we shall train and practise with new soldiers and integrate them into our formation.” Cang Long explained what would happen next.

That said, the meeting was over. After all the generals and commanders left the room, the Prince pondered some more about the future actions.
