When a human body is subjected to intense heat, mainly microwave or radioactive heat, and I'm talking HUGE levels, the water in a person's body boils up, causing intense swelling, and ballooning, until finally, the body explodes. So Ice King is technically half-right. The fire wouldn't have made their eyeballs explode unless they were as hot as the surface of the sun, but it is sorta a thing.
