To answer your questions about how the surrounding nations knew Veldora disappeared, it is similar to the reason why the goblins knew a strong monster (Rimuru) was near them. Veldora is a Catastrophe-class monster, even when sealed his presence can be felt very far away. And as we learn from the discussion between the Guildmaster and Minister of Blumund, even though everyone knew Veldora was sealed, just his presence in the cave was enough to keep the monsters around the Jura forest in check and keep the Eastern Empire from invading through the forest. This should also answer your question of how strong Veldora is from the previous episode haha
