The anime didn't clarify it but they ended up as piles of flesh in a box due to Shion's skill Master Chef. The skill is one of the most broken skills in the entire story and isn't solely related to cooking. It can can outright bend reality to her desires. Despite being a unique skill it was hinted at it being able to beat some ultimate skills. The reason healing potions didn't work is because she overwrote their natural state to being a pile of living flesh from humans with her skill.

However, the larger reason is that he still wants to have a good relationship and negotiate with human nations. Trade and cooperation with them are essential to the nation that Rimuru is trying to build. However, no one would be friends or negotiate with Tempest if they thought their leader has slaughters tens of thousands of humans. But if he says Veldora is the one who did it, human nations will be much more understanding. They consider Veldora a natural disaster after all.
