The scenes bridging Season 1 to Season 2 make me think that seeing the Reminiscence Arc "movie" is expected for proper context. You can get by without it, but the story is improved if you have that information. Beyond that, however, the story that has been skipped (about why the Yotsuba are so feared) adds some important context to another part of the background that will become important in later seasons (if we get enough of them).
