Cats are generally not regarded as non-social animals, though they are possibly among the most social of the non-social animals. Communication in general is something they're bad at. This cat is communicating it wants food. Assuming that it wants food, I feel that's a win. That said, I know my cats well enough to not be convinced it wants food. Sometimes our cats just want the reassurance that food will be provided when they ask. But sitting around expectantly around a full food bowl doesn't work as well to get that reassurance.
