It does read rather oddly, I agree. But I can just about imagine someone talking like that if they were brought up by somebody self-aggrandizing (like, perhaps, a college president), and if they weren't a great talker. If they aren't used to expressing themselves, they might think that using long archaic words was a way to emphasize their point.
Or, yeah, it's a moment of clunky writing.

As much as I like seeing Sarah put on the back foot by someone who is even more blunt than she is, that first panel...just doesn't read right. Those aren't words that anybody actually says in a conversation with another human being. It's a pretentious, self-aggrandizing speech, which is exactly the opposite of what Tony is saying he wants.
